Certified Water Operator, State of Montana, License No. 3900: Class 1B Water Treatment and Class 1A Water Distribution, the highest levels granted by the State.

Professional Experience

Public Works Director, City and County of Butte-Silver Bow, Montana (2013 to 2018). Directed the Water, Wastewater, Solid Waste, Parks, Transit, and Central Maintenance divisions, 126 personnel, and the design and construction of a 7 MGD membrane filtration plant.

Environmental Engineer, U.S. Indian Health Service, Billings, Montana (2011 to 2013).

Engineer, Co-Owner, and Director, Rural and Tribal Environmental Solutions, Inc., Butte, Montana (2006 to 2011; 2016 to present). Manages the firm’s federal contracts, staff, and field programs. Contract manager for the firm’s EPA Region 8 agreement for public water systems in Wyoming, where EPA administers the drinking water program: sanitary surveys, microscopic particulate analysis, and Revised Total Coliform Rule Level 2 assessments. Circuit rider technical assistance and sanitary surveys for tribal water systems under EPA Region 8 contracts, together with plan and specification review, filter evaluations, NPDES inspections, and operator training for the Indian Health Service.

Owner and Executive Director, Sylvan Learning Center, Bozeman, Montana (2003 to 2007).

General Manager and Assistant Public Works Director, Butte-Silver Bow Water Division (1995 to 2003). Two filtration plants, nine pump stations, seven pressure zones, and an 8.5 MGD activated sludge wastewater plant serving 35,000 customers.

Retained Engagements

Independent review of capital project justification, City and County of Butte-Silver Bow, Montana (2013). Evaluated the rationales advanced for a proposed Big Hole Water Treatment Plant expansion; the project was cancelled and Stage 2 Disinfection Byproducts Rule compliance was achieved through operational changes.

Technical evaluation, natural resource damage claim, Montana Department of Justice Natural Resource Damage Program (2012). Six written reports on the Silver Lake industrial water system acquisition in the Butte Superfund negotiations.

Testimony

No prior testimony as a retained expert witness. Has been deposed, testified at trial, and answered interrogatories as a fact witness in matters arising from municipal utility management.
